Albanian Government Council of Ministers

Speech of the Prime Minister at today’s plenary session:

I couldn’t agree more with the previous speaker because it is exactly what he said. I took the floor only to remind those who don’t have a good memory or manage, however, to remember something of the buzz of this great bin here, what the previous speaker along with all the others used to say here, when we said precisely this: Don’t let the high school graduates panic in a totally artificial way, don’t create useless anxieties in the parents because those who thought that the end of the world came after the first round should have actually known and should not have been prevented from being informed that they wouldn’t have been left outside the process, as it actually is.

This is exactly what we have highlighted all this time. The quotas made available by the public universities will be available all the way and they will be met except for the cases when the high school graduates refuse them, if this is the case.

What has happened and is happening is exactly this, with a very big difference. And like I warned you the last time, back then it was Jozefina who came up here crying while she showed us the photograph of a young woman, I am warning you again. Don’t rush! Because you will see in a few days what a radical change has occurred and the quality that was guaranteed throughout this process, precisely because of the rounds, of both rounds and of the automatic philtring by the system, thus making possible what until yesterday seemed utopia. And all those who used to line up in every list to start their university life, now are lined up based on their merits and results, starting from the best ones, and then all the others.

Ok! There is a delay of several days for a very simple objective reason. And maybe, what today is a very simple objective reason will be addressed next year by condensing the process and by reducing the time for complaints, because this time a lot of time was allowed for complaints, given that it was the first time and the system had to be tested. The system proved correct in all cases of complaints. Not only because the number of complaints was very low compared to the big buzz of the bin, but also for every complaint, the automatic response of the system was that the system has functioned. Which means that the process of complaints, to which more time was given deliberately in order to take precautions in case the system was not perfect, I mean in electronic terms, doesn’t have to extend like it did this year.

Therefore, next year everything will be closed on the day school begins. This year the time-lag is of several days. But what is happening in the meantime? Everything you mentioned will not be the same in a week. You’ll see it, and you’ll come up here again. They’re free. It’s true! So, this proves how much you have lied until yesterday when you said: “you’re done, you’re ruined, it’s over, etc.”

Second, something else will also be proved, once enrolments are over, and this is that private universities will be the ones not to meet the quotas. So, all your lies and claims that the system is based on the people going to private universities will fall down. You’ll see! Public universities will meet their quotas and privates won’t. And we won’t start any process like those you did for 20 and some years. The process will be over, school will start and there will be no more stories. For you are very interesting people. You come up here and say that there are still some days left to meet the quotas. But when you were in government, universities started class with 70 people, and by January there were 150 people. You were in a constant enrolment process. The stress that this system causes to high school graduates is the stress of competition. It’s the stress of the political system we chose 25 years ago but which you never built. Because we built a democratic state with the Constitution, while in reality you built a stateless anarchy, and transformed universities into spaces filled with young people whom you gave the illusion that they were safe, but you stole their future and made yourselves comfortable and told them: “go to university and in 5 years you’ll be lawyers, economists, and meanwhile we will mind our business so we don’t have to deal with you”. This is the first year that the new system is being implemented. It will get more stressful and more competitive, and more difficult rather than easier every year. And this is on purpose, for you are worried about those who don’t pass. We are worried about the future of the winners, of those who go to school and dream about being successful.

We’ve built a system for success. You built a system for those who fail, and this is what separates us. A party working for success, while the other is concerned about the failed. You are the party of the failed. You have nothing to do with the system which you should normally be the first to represent, you the Democratic Party of Albania born from the inner scream: We want Albania like the whole Europe. You, the people who gave the illusion of Europe by opening unimaginable paths, starting with the constructions on Lana which Sali said it was the river connecting Albania to Switzerland, and on the escarpments of Lana he wanted to build Switzerland, then to Sude, Vehbi and the university system. Same thing, same philosophy. Whereas, our philosophy is totally different. By the 27th, which is the deadline, everything will be closed, and all those who believed you in the beginning because their stress met your inconsolable need for desperate people, for the more desperate people the better for you. Today, all those who enrolled after the first and second round, and also those who are enrolling these days will understand very well why you must not be listened to.

If I read all the text messages I’ve received by all those who entered university, those who thought they didn’t have any chance after they listened to you, we would stay here until tomorrow. Wait, or don’t wait, it doesn’t matter, but within the 27th all this big fuss you made will be totally over, and then you will deal with us in terms of the quality truths, faculty by faculty.

For instance, we will show you the difference between the quality in the list of winners at the faculty of law under your government and our government, based on the results of the high school graduates. We will show you the difference between the qualities at the faculty of economics under your government and today, thanks to this system, how you would mix excellent students with students with very poor results, and how they would attend the same courses. Today, this is not the case anymore.

The list of students attending university today has been created neither by the party nor by the family, or money, or the blind fortune, for you were the government of the blind fortunes, but it has been created only by the results.

Actually you don’t have any facts, zero, to show that in said faculty those who deserve it have been mixed with those who don’t. Results? Of course, there is no figure or statistic that can make you change your mind.
