As part of the accelerated response plan to Covid-19 pandemic, starting on Monday morning, people are required to fill out a form and obtain a digital permit to be outside of their homes via the web platform and app e-albania. Only one person per family will be allowed to leave the house to buy food, medicines and carry out other basic services. Prime Minister Edi Rama introduced today the online application that would allow people to obtain a digital permit via e-mail or smart phone on behalf of entire family.
“The orbit is automatically issued if procedure carried out via the e-albania web platform, if you own a smart phone or a personal computer. In case you have neither of these, then you should apply via a text message and the permit is not granted automatically, but it takes 24 hours to be issued. Tirana and urban centres Tirana will be the only way to move without being fined and without losing your personal cars, if you own one, as stipulated by law. Whoever found walking outside house during the prohibited hours and without a due permit, they will face punitive penalties, fines and their cars will be confiscated,” PM Rama stated during an online communication with the Head of National Agency on Information Society (NAIS), Mirlinda Karcanaj, who explained the procedures to obtain due permit to leave house. According to Karcanaj, this is a simple procedure that takes just few minutes to complete.
The government head noted that the retired and older adults will be denied such a permit. “Retired people won’t be allowed to access and apply for a permit in this system, because the reply to them will be a negative one. Elderly people should stay at home, while we will provide constant care for every old people who don’t rely on their children and relatives living in the same urban centre or administrative unit, just like we are currently doing. We will help them through our teams already on the ground, who will do shopping and provide home deliveries of food and medicines they need. Old people should no longer be allowed to be outside their houses,” the Premier stated.
As to the family member who has to go to work, he will be allowed to travel if provided the due authorization.
PM Rama said that he has asked Tirana Mayor to make sure starting tomorrow that stalls in local markets in various administrative units of Tirana must be spread across the market, making it possible to spread the crowds and they do not gather at one single place. The Premier stated that the change will be significant in every local market starting tomorrow and the same will happen in every market starting on Monday. All mayors across the country have been asked to enforce the same measure.
