The urban renewal and revitalization programs are in full swing across Albania as part of the government’s urban regeneration drive aimed at enhancing the citizen’s quality of life, residential welfare and increase value of the properties. Work is underway to revitalize and renew the spaces within the residential blocks in the central city of Elbasan. A majority of the residential neighbourhoods in the central city have been turned into construction sites designed to reorganize them in urban aspect and transform them into new residential models.
Prime Minister Edi Rama, accompanied by the Elbasan Mayor, inspected the ongoing work to revitalize and renew the spaces within the residential blocks in the central city.
“A series of important infrastructure projects are also underway besides the urban requalification projects in various neighbourhoods of the city. More projects we plan to launch soon represent the future of the internal infrastructure development in the entire area. We have already completed work to build the city’s main infrastructure, the boulevard and the main streets. The neighbourhoods’ internal infrastructure has direct impact on the quality of life for the community, and it enhances value of dwellings and other properties and improves welfare of everyone. These projects also include construction of playgrounds for children. The projects underway in the inner areas of the neighbourhoods in Elbasan are designed to deliver best standards regarding rehabilitation of the sewage and wastewater systems, LED lighting installation, expansion of green spaces, construction of internal parking lots,” Elbasan Mayor said.
‘Iliaz Kosovo” road is another thoroughfare being rehabilitated in Elbasan. “There are many secondary roads all over Albania that need to be rehabilitated and they will be all rehabilitated step by step based on the opportunities we develop, because we would have rehabilitated them all if we could afford it. We need to enhance opportunities gradually so that we can invest more,” the Premier underlined.
The urban renewal projects would significantly improve the quality of life for the community, the services and will enhance value of the properties. Such projects will also help and promote development of small businesses. “Iliaz Kosova” road is a main road in the “Skenederbej” neighbourhood. More than 2400 local residents will directly benefit from the 17-km road that is being totally rehabilitated. The road was not rehabilitated since 2000 and it is time to fully rehabilitate it,” Mayor Llatja said.

Reconstruction of the girls’ university dormitory in Elbasan under the Pact for the University is another important investment in the central city. The facility has been totally reconstructed under a project designed to give a complete fresh look to the building and provide contemporary decent living conditions for at least 160 students. During his visit to Elbasan, PM Rama saw up close the new dormitory venues, noting that the facility had been left in limbo over the years, while it has been transformed into a dignified building with contemporary standards for habitability and living conditions under the Pact for University.
“The first phase of the project on reconstruction and rehabilitation of the university dormitories and the second and third phases are also underway. The first phase was finalized with the support of the Turkish government through TIKA under the Pact for University, with the first project launched and finalized in Elbasan. The building has been reconstructed according to the best standards. The facility has a capacity for accommodation of 160 people. It is a complete project designed to provide best possible conditions for all students as soon as they return to attend lectures physically in the university,” Elbasan Mayor added.
