Albanian Government Council of Ministers

The stadium “Loro Boriçi” in Shkodra will soon be transformed into a stadium with European parameters. From an undignified ruin for every sport fan, thanks to the project by the famous architect Peter Wilson the stadium will be transformed in a modern, contemporary stadium that meets UEFA criteria.

Prime Minister Edi Rama was today in Shkodra to chair the meeting of the Territory National Council, which reviewed and approved the project for the reconstruction of the stadium. The project will be presented soon to residents of Shkodra.

The Prime Minister promised that the modern sports arena to be built in Shkodra will welcome football fans and players in European competitions according to every standard.

Although technical difficulties have been even bigger due to inappropriate construction around the stadium, the Prime Minister assured that appropriate measures will be taken to have a stadium that meets UEFA parameters.

“We took an important decision to open the path for the commencement of works, in order to rebuild and transform radically the stadium “Loro Borici”, and to have it transformed from a ruin that people of Shkodra, as ardent football fans, do not deserve, – neither does deserve anyone who visits Shkodra – in a stadium that meets UEFA criteria and that can open its gates and welcome our national team or teams that will match with Vllaznia in European competitions.

It has been a difficult process, because it required a close cooperation with UEFA. You know better than I, at least the journalists who are here know better than I, what turmoil has been going on around the stadium which practically has shrunk due to illegal constructions allowed by the municipality of Shkodra and which made it difficult to choose the necessary parameters.

We have invited the internationally famous architect Peter Wilson, one of the most innovative architects today in the scene of world culture, who assured us on his contribution. I can only say that within a few days we will do here in Shkodra, in the stadium, a presentation of the project that will be displayed to the view of people of Shkodra, professionals and non-professionals. Meanwhile, the TNC has focused on the necessary technical aspects to ensure full functionality of the stadium according to UEFA standards.”

The Prime Minister assured that the new stadium of Shkodra will represent a significant public value and an important architectural value. He said that this work is a promise kept, opposite to frauds that the city of Shkodra has had enough from the previous government. “I can only say that in Shkodra people are used to April Fools’ Day all around the year because of DP’s lies on a daily basis, but I assure them that, even though April 1st is DP’s day in terms of its association with lie, the stadium issue is not a lie. It is another important truth among the commitments we have made to the people of Shkodra, but also in terms of a greater public interest representing the Albanian national team. Be convinced that if “Elbasan Arena” was an excellent example of work praised by sport fans, citizens and by UEFA, this will be even a more excellent example. Be assured that this stadium will add Shkodra a great public value and an important architectural value. I remind you that this is about an internationally recognized firm by Peter Wilson, who has contributed with his innovative ideas. You will see that the stadium is spectacular”.

As far as illegal constructions around the stadium are concerned, the Prime Minister said that the issue was handled with special care. “The issue of the public space issue was handled with care and UEFA standards will be implemented textually. For expropriations, compensation will be made according to the laws in force”.
