Albanian Government Council of Ministers

IPA Financial Framework Agreement entered into force on December 14, 2022, with its publishing on the official gazette after being approved under the Council of Ministers’ decision No. 765, dated 12.12.2022, under which Albania will benefit an amount of EUR 64.9 million in grants to support justice, system, environment and innovation.

Specifically, the EU Justice project aims to support Albanian authorities through targeted key investments and capacity building in the justice reform implementation, particularly focusing on increasing the efficiency and transparency of the justice system and further improving the professionalism in delivering justice for the citizens.

The EU project on property rights – phase II, will also continue its activities through the improvement of spatial data and information on legal property rights, which will be corrected, updated and made accessible to the public, re- construction of public state cadastral services and preparatory actions for the establishment of the agricultural land monitoring system, based on land plots according to EU standards. 

Meanwhile, the EU project on circular economy and green growth, together with the EU project on environment, will contribute to improvement of environmental protection, development of the circular economy and sustainable green growth in Albania, as well as the alignment of Albania’s policy for nature conservation with EU requirements, with a special focus on the implementation of bird and habitat directives.

The EU project on innovation – Phase II, will assist Albania in its efforts to speed up transformation towards a more innovation-oriented and knowledge-based economy, unlocking its human capital and entrepreneurial potential, in a bid to enhance competitiveness.
