During his visit in Berat, Prime Minister Edi Rama paid an unannounced visit to Immovable Properties Registration Office.

The Prime Minister was briefed by Director of Immovable Properties Registration Office of this city on the situation and problematic of the Institution, as well as held conversations with different citizens present in the venues of this Office in the course of his visit. He asked them about quality and conditions of the service offered by this Office. Citizens said that under the new leadership Immovable Properties Registration Office has seen a good beginning and expressed their satisfaction over service received so far.

Mayor of Berat Municipality Fadil Nasufi said, “Berat city is an unregistered zone”. Moreover, director of Immovable Properties Registration Office informed the Prime Minister that “four zones are under initial registration, whereas the rest is registered”. But, according to him, the problem is digitalization of registry of properties.

Prime Minister Rama expressed concern over inherited problems regarding situation of documentation, stressing that digitalization process must be established from the beginning, whereas urged the staff to offer a correct service to citizens in every office. “Big problems have been inherited regarding situation of documentation. It is a catastrophe in every aspect. Even the process of digital registry has been developed in a catastrophic way. Practically we need to rebuild everything from the beginning”, the Prime Minister said. Head of Government added that irrespective of situation with digitalization of properties registry, citizens must not lack dignified service in any moment or circumstance. “We have no excuse before people. We must guarantee most correct possible service in every office”.

During another unannounced visit at Public Health Directorate in Berat city today, Prime Minister tackled two acute problems of our healthcare system:  supply of hospitals with medicaments and functioning of hospital equipments. The Prime Minister said that there will soon be a solution to both these concerning problems, while authorities are working on reformation of this system.

“We have inherited a catastrophic situation with medicaments and equipments in the whole system of Ministry of Health. Equipments that have never worked, or do not work because of shortcomings, or that have never put into functioning due to defects, or scandalous tender procedures. Same situation is with medicaments. But, very soon we will solve these two problems. Medicaments supply is our priority, we are working on it. We have also registered a decrease of prices. Meanwhile, we are building a new scheme for functioning and maintenance of equipments” – said the Prime Minister during a conversation with the staff of this Institution.

Doctors suggested that healthcare policies should not be district-based, but also region-based. “There is this definition here saying “Regional Health Directorate, but ‘de facto’ this is only a name, because it does not exercise any function” – a doctor said

Prime Minister Rama stressed that healthcare system, same as entire state organization system, needs a thorough restructuring. In this respect, Prime Minister Rama considered territorial reform as a vital step.

“Territorial reform is the first important fundamental step of restructuring of entire functioning of the state. Territorial reform will offer a new opportunity and perspective for healthcare, transport, education, cleaning, treatment of wastes, water supply systems and energy. It is an historic and vital reform for establishment of a new quality of services. You can see it yourself that in these conditions everything is difficult, because the entire system needs to be rebuilt and re-organized, I mean the entire organization system of the state”, the Prime Minister said.

Prime Minister Rama inspected today the progress of works on reconstruction of  “Republika” Boulevard of Berat city, part of BiD project, which started implementation in October 2013.

“First project of a major transformation”, the Prime Minister described then the kick-off works of this project, an investment of Albanian-American Development Foundation in cooperation with the municipality of the city.

During a meeting with constructors and designers, the Prime Minister congratulated them on the so far work and urged completion of works also for the other parts of the project within this year.

Prime Minister said that if basic idea is realized properly – this part of the city may turn into a powerful magnet of attraction of many visitors and tourists. Among other things, it would offer new opportunities for development of small business.

The Prime Minister considered this project “a swallow”, but not the only one, because there are many other projects underway. “We need to finish with this part and continue within this year with other parts in order to complete the basic project – even the green area and two missing parts that would connect the square with the river.  In order to totally transform this part of the city and turn it into a powerful magnet for attraction of visitors and certainly boosting of consumption by an increase of opportunities for small business. I am convinced that this project would be like the “first swallow” that would bring other “swallows” because this is only the beginning that foretells coming of the summer,” the Prime Minister said.
