Public services on e-Albania are entering a new phase of technological development through Diella 4.0, which offers citizens a new and simpler way to communicate with the public administration.
The main innovation in this version is the ability to communicate directly with Diella using natural language, just as in an ordinary conversation. Citizens no longer need to find the relevant service themselves, follow procedures step by step or fill in forms manually. They simply state their request, and Diella provides guidance, opens the relevant service and performs the necessary actions to prepare the requested document.
Prime Minister Rama held a conversation today with Enio Kaso, Director of Artificial Intelligence at the National Agency for Information Society (AKSHI), during which the new features of Diella 4.0 on the e-Albania platform were demonstrated in practice.
“So now we have reached the stage we promised, where Diella takes on a very active role and prepares everything itself. All you need to do is make the request and wait a few minutes, a few minutes at most, for the entire service to be delivered,” Prime Minister Rama said.
During the demonstration, it was explained that Diella now operates as a digital agent that not only guides citizens to the relevant service but can also perform the necessary actions itself, fill in forms and proceed through the process until the document is generated.
The application also offers features specifically designed to make access easier for pensioners. In the new version, 19 services they use can be delivered with a single voice command, without any additional questions or answers, while for other services Diella asks only for the additional information needed.
“Diella is just one click away, while 19 services can be delivered with a single voice command, without any questions or answers at all,” explained Enio Kaso, Director of Artificial Intelligence.
Another feature presented was identification through facial recognition (Face ID), which simplifies access to the application and removes the need to repeatedly enter a username and password. After the initial registration and activation of this option, users can log in to the application through biometric identification.
At the end of the demonstration, the Prime Minister stressed that the introduction of the new version of Diella marks a shift towards a more active approach to delivering public services, where citizens state their request and the digital assistant takes care of fulfilling it.
“Discover Diella’s new capabilities, download the application and you have e-Albania entirely at your service, not just through all the steps you have been following until now, but with a simple command: ‘Diella, carry out this service for me.’ And while you wait, listening to music or talking to the people around you, Diella works and you receive the service,” the Prime Minister said.
Through version 4.0, Diella aims to make communication between citizens and the administration simpler, more direct and less dependent on manually following procedures, bringing a new experience to accessing digital public services.
