From September 2025, Mr. Jaupaj holds the position of Minister of Environment. Prior to this appointment, he served as Deputy Minister of Tourism and Environment.
Sofjan Jaupaj was born in Tirana on February 1, 1990, and graduated in Law in 2013 from the Faculty of Law at the University of Tirana, where he was a member of the university’s network of outstanding students. He pursued LL.M. studies in Intellectual Property Law in Italy and Switzerland, as a recipient of the European scholarship of the World Intellectual Property Organization.
Over the past 10 years, he has held various positions in the public sector in Albania, including Chief of Cabinet to Albania’s Chief Negotiator for EU Integration, Director General and Coordinator for EU priority legal norms at the Prime Minister’s Office, the Ministry of Tourism and Environment, and the Ministry of Culture.
Since 2021, he has served as Albania’s National Designated Authority for the Green Climate Fund and the Global Environment Facility. He has also lectured in several legal subjects as an external professor.
Mr. Jaupaj has been trained by the Vienna Diplomatic Academy and the College of Europe in Bruges on European affairs and economic diplomacy, as well as by Harvard Law School in the United States on intellectual property, specializing in copyright and related rights. He is also an alumnus of the Council of Europe’s Political Academy. He is fluent in English and Italian.
