Project Manager (Key Expert 1) – WP3 StEP Project
SASPAC is conducting a market research to identify potential candidates to be engaged as Project Manager (Key Expert 1) for the implementation of Work Package 3 (WP3) activities within the project “EUSAIR Stakeholders Engagement Point (StEP)”, financed under the IPA ADRION Programme 2021–2027.
The StEP project is one of the three strategic initiatives supporting the governance of the EU Strategy for the Adriatic and Ionian Region (EUSAIR) during the 2023–2027 period. Its overall objective is to strengthen stakeholder engagement, improve coordination mechanisms, and support the effective implementation of EUSAIR priorities and flagships across participating countries.
In particular, the project contributes to enhancing the EUSAIR Stakeholders Platform (ESP) as a key digital and collaborative tool, while promoting structured dialogue among public institutions, international partners, academia, civil society, and the private sector.
Within this framework, WP3 focuses on stakeholder involvement and engagement, facilitating multi-level dialogue processes and strengthening cooperation at national and transnational levels.
The Project Manager will play a central role in ensuring the effective coordination, implementation, and monitoring of WP3 activities, supporting stakeholder engagement processes, supervising service providers, and ensuring alignment with EUSAIR governance structures and project objectives.
Tasks:
The expert shall perform the following tasks:
- Coordinate the implementation of WP3 activities in line with the project work plan and milestones;
- Ensure effective communication and coordination among project partners, stakeholders, and governance structures;
- Supervise and coordinate external service providers, including event organisation contractors;
- Support the design and implementation of multi-stakeholder dialogue processes and working group activities;
- Ensure quality control and timely delivery of all WP3-related activities;
- Monitor progress and ensure proper reporting, documentation, and follow-up of activities;
- Prepare reports, meeting minutes, and relevant documentation;
- Contribute to communication, dissemination, and visibility of project results in compliance with EU requirements;
- Ensure consistency and coherence across all WP3 work streams;
- Support stakeholder engagement processes involving public institutions, academia, civil society, and youth organisations.
Criteria:
The expert should have:
- A university degree in public administration, economics, political science, international relations, management, or related fields;
- Excellent knowledge of English (written and spoken);
- At least 5 years of professional experience in project management or coordination;
- Experience in EU-funded programmes (IPA, Interreg, ADRION or similar);
- Experience in stakeholder engagement and multi-stakeholder dialogue processes;
- Experience in organising or coordinating events, workshops, or conferences;
- Strong analytical, reporting, and communication skills;
- Knowledge of EUSAIR or EU macro-regional strategies will be considered an asset.
Location:
The assignment will be implemented primarily in Albania, with activities carried out both physically and online, depending on project needs.
Timeline:
This call for expression of interest is open from 10 April – 24 April 2026.
The deadline for submission of applications is 24 April 2026.
The contract duration is expected to run until the end of 2027.
