Speech of Prime Minister Edi Rama on occasion of the distribution for free of the legalization certificates and property titles on the agricultural land in Konispol:

I am very glad that today we bring forward a process that was practically zero, because no legalization was made in the area of Konispol from 2005 to 2013. A total of 8 legalizations has been made in Xarrë, while today 105 permits are added to the previous 72, and adding also the 350 applications submitted here, I remain faithful that until next year Konispol will be one of the first municipalities to solve the problem of legalizations, and all those who have built a home will be definitely owners with property titles registered and land titles registered.

In this way, I believe that a commitment will be fulfilled and a necessity will be met for the whole area where, I am pleased to underline, Albanian and minorities live in harmony.

Minorities of this region take a very clear message by our government that to us there is no difference; on the contrary, we respect all rights. All those who make a big fuss in Tirana or elsewhere about property rights of minorities in Albania, here they have a significant example of the maximum respect and completely equal treatment for every citizen, whether they are Albanian nationals or Greek nationals.

It has been clear to us since ever, but now I am convinced that it is becoming clear day by day for all minority citizens, that their safest home is the Socialist Party of Albania.

Actually I’m sorry that for political reasons only, which are linked only to party interests, sometimes completely unnecessary waves are made artificially to fuel a fire that could start in the media, in the newspapers, in political circles, but there is no chance that it will start where Albanians and minorities have been living together as brothers, as neighbours since ancient times, and will always live together. This is in the foundation of these communities, and these foundations cannot be affected by politics, no matter how vicious, no matter how mischievous, no matter how cunningly it used situations that are completely unrelated to our approach to the minority, such as the situation of some illegal constructions in Himara.

The process of free-of-charge legalizations is about to be completed in Konispol, and meanwhile property titles on agricultural land have started to be granted. At a meeting today in the village Shkallë, which was attended by Prime Minister Edi Rama, Minister of Energy and Industry Damian Gjiknuri and Director of ALUIZNI Artan Lame, another 105 legalizations certificates were distributed, and the process is about to be completed.

Property titles on the agricultural land are being granted for free also to residents of Vrinë. Farmers said that property titles and legalizations are two commitments of the government to which they were looking forward.

“You said you would give us both the land and a house, and you are doing this”, one of the residents of Vrinë who benefited the property title on the agricultural land said.

“I’m very aware that there is still a lot to do. Actually, I’m always pleased to come here, because in this area nobody complains about work because everybody works. Everyone has made their choice with courage and honesty, not to ask for work to the state but to their land, and become successful thanks to their will, determination, experience and the great passion for the land. I mention this area as an excellent example wherever I go, because it is a meaningful example of what Albanians can do with this great asset that God or nature has given them, in addition to showing how much remains to be done. I am aware, but what we have done is definitely enough to understand that the whole potential is entirely in our hands to transform it into reality for the people. I assure you that we will continue to work just like we have done, and we will do more with conviction and determination while correcting mistakes and flaws that are definitely part of the work, without breeding any vain and unnecessary complacency because, although there are big changes happening, reality needs much greater changes”, the Prime Minister said in a meeting with residents.

The Prime Minister added that these two processes will continue across the territory for free and without any distinction. “This is not a favour that we are doing to you, but this is actually a favour you have done to yourselves and also to all those who didn’t vote for us, since they also are beneficiaries. We’re issuing ownership titles because we are able to do this thanks to the vote of the people who trusted us, and this is a reason, an example to tell people that the vote is worth it. Many people would rather not vote because they think that voting is useless. It was the vote that you gave us that enabled us to start this process.”
