Speech of Prime Minister Edi Rama at the distribution of legalization certificates in Vlora:
I am glad that some 500 additional legalization permits are being distributed today here in Vlore, after an extremely difficult period during which people have waited for years. Among all cities in Albania, Vlore is ranked first in terms of abuse with law on legalizations in the past, as no legalization for dwellings were done, and legalizations were done in archaeological areas and natural protected areas, they were done on the sandy or rocky beaches, and they were only for business. This is the story.
Today we are in completely different conditions where 93% of the legalizations done are for dwellings in this area, and since the process is now at a high pace, its outcome is today’s legalizations. We will continue apace to make sure that this process is not stopped, and we will conclude it step by step.
In the 8 years during which the country was ruled by someone whose name I’d better not mention here in Vlore because it creates a wave, a total of 21 thousand legalization were done, 80% of which were for business. In a little more than 2 years, since the legalization process started, we’ve adopted over 100.000 legalizations, and nobody had to pay anything for the whole procedure. Anyone who has built their houses on their own land have no obligation; those who have built it on somebody else’s land or on a state-owned land, have to pay for the land which goes to the compensation fund.
The difference is clear and thorough. Until yesterday, backroom payments were required for legalizations, while today the procedure is done with the direct assistance of all ALUIZNI employees who have come to your homes, have helped you to fill in the form, and have made this process possible for you.
I am aware that we still have many problems with IPRO offices that often delay unreasonably the granting of property titles. These are the reasons why we still have much to do, and why we keep our heads down before the people. Everything that we have achieved is not a reason to show off before the people, but it is only a reason to tell people why we want to continue on this path because it is clear that not only our direction is the right one but it is also the only way to change Albania once and for all, and to make state. Everything we have suffered throughout these years is a consequence of the fact that we didn’t have a state that works for the people and guarantees legitimacy in the relations with the people.
