“AI in the Alignment of EU Legislation” was the event held at the COD premises in the Prime Minister’s office, where the AI module developed within the European integration and membership platform was introduced. This platform is used daily by over 1,400 integration experts.

Prime Minister Edi Rama, while expressing his gratitude for the work and dedication of Albania’s negotiation team, stated, “With this model, we will be ready to complete everything within the very ambitious deadline we have set together with the European Commission, and from a technical perspective, we aim to be ready by 2027.”

Prime Minister Edi Rama:

First of all, welcome to all of you. For those who don’t know you, you are the negotiation team of Albania in the effort to secure the country’s EU membership by 2030.

Today is another wonderful day for all of us, directly connected to the work of each one of you. I want to start by thanking you once again for your dedication and for the honor you bring to this country, despite all the distorted stereotypes suggesting that the Albanian administration does not deserve respect. Yesterday marked another historic moment in the process. Such moments are considered “historic” both in Brussels and in the context of the countries involved in the negotiations, as they represent the opening of another door. Albania received the letter from the Polish presidency of the EU Council, which states that our country is now ready to begin negotiations for the third cluster: Competitiveness and Inclusive Growth. This letter requests the European Union to present the negotiating position for eight chapters, covering eight fields. This letter was quickly followed by another one—and I want to emphasize that in our negotiation process, we have entered an exemplary pace, and you are the most reliable witnesses to testify that this exemplary pace is directly linked to results. It is tied to the thorough assessment of conditions, to whether the conditions have been met or not to open another door.

On January 29th, Albania received the letter from the Polish presidency for the second cluster concerning the internal market, covering nine other areas. I want to highlight that with these two letters and the opening of these two new doors, we are now effectively second in our region in terms of proximity to the great door of the European Union. Let us not forget where we started from.

So, I believe we are at a peak, and the challenge now is to maintain that momentum. To keep up the pace for which we have gathered here today, because, as I mentioned earlier, and as we’ve repeated with Majlinda and Adea, we wanted to make sure that when this phase arrives, we would have an additional tool at our disposal—by leveraging artificial intelligence.

You may have heard of it, or maybe not. The day after OpenAI launched ChatGPT, I reached out to Mira Murati—this was the first time I had heard her name—and soon after, I got in touch with her. I asked if artificial intelligence could help us accelerate Albania’s path to the EU. When I said, “Will you help Albania join the EU faster?” she laughed, thinking I was joking. But when I explained further, she made herself available, both for the model now in place, as others will see, to help speed up the process of aligning all European legislation with Albanian law—a task that previous countries have spent years on. Even countries in our region have used armies of translators and legal experts to translate, correct, and draft their laws, and so on. Meanwhile, with this model, we will be able to complete everything within the very ambitious deadline we set with the European Commission, and from a technical standpoint, we aim to be ready by 2027.

This will give time for the political process and for ratification in the parliaments of EU member states. And… it fills me with pride to think about the moment when Albania will be a full EU member. With these two years we foresee for the political process and the ratifications, by 2030, we hope to see our flag standing among the others.

This is the story we are creating. Everything we live through in our daily lives will be forgotten, carried away by the winds. What will endure is the lasting legacy of the new European Albanian state and its place within the European Union!
