Prime Minister Rama today held an extended meeting with inspectors, also attended by Minister of Economy and Innovation Delina Ibrahimaj and Chief Inspector Dashnor Sula. The Prime Minister stressed the need for a new approach to the inspection process, based on transparency, fairness and support for enterprise.

Regarding this meeting, Prime Minister Rama stated:

“Inspection checks must pass the ‘Besa’ test.

First, there must no longer be any unannounced inspection. The inspector does not come to the business door as though arriving at a crime scene, but as the state that supervises you and helps you correct shortcomings.

Our aim is not to catch entities at fault, but to help them improve in complying with the law and meeting the standards that are in our shared interest. Second, a fine imposed on a business is the last resort, not the first, and never a ‘sword’ of blackmail held at the entrepreneur’s neck in order then to find another way to avoid the fine. Whoever puts the fine before a kind word is not protecting the state but disgracing it.

Third, anyone who receives an unannounced inspection for a routine check by any inspectorate must report it immediately to the Chief Inspector.

This is not a complaint; this is a right, and we can establish this right only together: the government and enterprise.

And lastly, very soon, every inspector who knocks on the door of a taxpayer of this republic in the name of the state will be equipped with an intelligent body camera and dressed in uniform, so that you know who he is and what he represents, and so that he himself knows that, during every minute of his work, he is being monitored by the General Inspectorate.

The state that enters people’s homes must make them proud of the taxes they pay to that state.”
