CALL FOR TENDERS WITHIN THE FRAMEWORK OF THE IMPLEMENTATION OF THE PROJECT “SA SKILLS”
The State Agency for Strategic Programming and Aid Coordination, acting in its capacity as Implementing Partner 4 (PP4) within the framework of the project “High LEVEL and market-respondent Competences for a Blue and Digitalized Smart and Skilled South Adriatic” – SA SKILLS, reference number SA-0200142, co-financed by the European Union under the Interreg IPA South Adriatic Programme 2021–2027, announces the call for the procurement procedure with the subject:
“External expertise for the coordination of work packages (WP2 and others) and the facilitation of Blue Economy activities, including governance and policy harmonization for the ‘SA SKILLS’ project, within the framework of the Interreg IPA South Adriatic Programme 2021–2027.”
The purpose of this service contract is to provide specialized external expertise to support the Agency in the implementation of activities related to Blue Economy governance, harmonization of qualifications, development of the competency framework, integration of results into policies and programmes, coordination with relevant stakeholders, capitalization of results, and preparation of structured content for the SA SKILLS digital platform.
The procurement procedure shall be conducted in accordance with the applicable PRAG rules for service contracts financed by the European Union.

Tenders must be submitted in accordance with the Instructions to Tenderers, using the two-envelope system, with separate envelopes for the technical offer and the financial offer.
Submission of tenders by e-mail is not permitted.
The complete tender dossier includes the Instructions to Tenderers, Contract Notice, Draft Contract, Terms of Reference, Organisation and Methodology, Budget Form, Administrative Compliance Grid, Evaluation Grid, Tender Submission Form, and the Declaration on Honour regarding exclusion and selection criteria.
