Vilma Guri holds the position of the Director of the Cabinet of the Prime Minister since February 2026.
During 2025, she served as Director of the Department of Public Administration and previously as Advisor to the Prime Minister on Public Administration, contributing to administrative reforms, the strengthening of good governance, and the improvement of institutional efficiency in line with European and international standards.
From 2009 until December 2024, she represented the Export Control and Border Security (EXBS) of the U.S. Department of State for the Western Balkans, developing policies and mechanisms related to strategic trade, international sanctions, and the monitoring of Foreign Direct Investment (FDI).
From 2002 to 2009, she worked with the International Criminal Investigative Training Assistance Program (ICITAP) of the U.S. Department of Justice, contributing to the strengthening of institutional capacities in law enforcement.
She is a certified instructor by the Foreign Service Institute (FSI) in leadership and management, and has completed advanced training at the Export Control Academy at the University of Georgia and at the FSI.
Ms. Guri holds both undergraduate and postgraduate degrees from the University of Tirana in English Language Studies. She is fluent in English and Italian, and has a good command of Spanish and German.
