Autonomy hospital and hospital administration changeover from the ministry to the staff of doctors will be the next model of the hospital organization. The objective of the structural reform in health became public today by the Prime Minister Edi Rama, during his visit to the University Hospital Center “Mother Teresa” to inaugurate the reconstruction and equipment of the neurology department.

Accompanied on this visit by the Health Minister Ilir Beqaj, the Prime Minister said that the hospital autonomy will be the most important structural reforms, which aims at a better management of hospitals by those who stay closer to patients.

“Here we can see the solid basis of what the most important structural reforms will be and which will assure the hospital autonomy. Thus, hospital administration fates go from the hands of the ministry and the government to the hands of the staff that is in front of the battle with disease, and this staff not only should apply but it must design and have in their hands the possibility to fund their own projects by autonomous decision-making”- Prime Minister Rama said.

The Prime Minister visited some of the Neurological Hospital services that after reconstruction meet modern standards for the treatment of this disease typology. In outpatient consultation service, the Prime Minister witnessed the treatment of an emergency case coming from the regional hospital of Vlora; the case was solved by specialized doctors to the hospital thanks to the technology of images sharing, or the telestroke. The Prime Minister focused on the physical rehabilitation services, where the structure of physiotherapy for the first time has a well-equipped modern gym which together with other elements will improve the conditions of patients suffering from neurological diseases and rehabilitate them in a shorter time. An access control has been launched for the first time in this service, in order to monitor staff’s working time.

The Head of the Neurology Service Mentor Petrela appraised the new conditions provided by this service only with one sentence “A European norm”. While neurologist Jera Kruja, with a long experience of over three decades in the service, was enthusiastic about what the hospital represents and provides today.

“In the last years the hospital had reached a very low level of service in terms of structure. We will try to keep in good conditions this service, together with the staff”- neurologist Kruja said.

Director of THUC Ogerta Manastirliu considered the Neurology Service an example of the model of the government’s vision for the hospital administration.

“This hospital provides modern standards and conditions not only in terms of infrastructure but also as a model of management and the vision we have implemented in this hospital, about how we want to manage patients in order to provide them quality services. This is the model that we want to develop for the entire hospital service”- Manastirliu said.

On his part, Prime Minister Rama emphasized that the change brought by this service is tangible. He added that this service, in terms of both infrastructure and organization, is the model of tomorrow for every Albanian hospital service.

“This is a tangible model for what we can and will do for our hospital service, starting from the university hospital centre where without even the slightest change, every structure will become like this facility. Practically, the European norm, consolidated from the point of view of the infrastructure and organization in this structure, will be a European norm considered in all structures of the University Hospital Centre “Mother Teresa”. Today, without any doubt, we can say here it is a tangible thing what will become tomorrow available to every person in need, the University Hospital Centre “Mother Teresa” in all its structures, because an honest job was done, a fair investment was done, an honest involvement of all stakeholders involved in the project, from those who implement the project construction to those who have built and are implementing this new arrangement. But like anything that takes time, it will require its time. But this time will be much shorter than the time wasted in all these years of degradation, destruction and the corruption of hospital care and abandonment of doctors, nurses and all staff that has worked heroically throughout these years in the complete lack of proper organization and administration”- the Prime Minister said after visiting the reconstructed premises.

The Neurological Hospital was built in 1978. Now, the Neurology Service is not only reconstructed, but it has all the necessary equipment. Patient rooms meet another contemporary standard, as does the organization of the reception which provides timely and quality service to patients.
