Albanian Government Council of Ministers

New residential complex in Spitalle is a huge reconstruction site where work is full steam ahead round the clock. A true town with more than 1000 housing units for around 4000 citizens upon completion of the construction work. Prime Minister Edi Rama inspected the ongoing site preparation and infrastructure work at this site.

“Construction of entire urban and public infrastructure is funded by the state budget as part of the post-earthquake reconstruction programme,” the Minister of State for Reconstruction Arben Ahmetaj said, adding “development of whole area is based on the new economic and social development strategy.”  “This is the site where we will be working together with the United Arab Emirates through a donation of $70 million and total of 1000 apartments will be rebuilt for the quake-affected families here. Meanwhile, more than 1000 other housing units will be built in other affected areas in Durres municipality,” he said.

Taking notice of the progress of construction work, the Premier said that once complete the new residential complex will be one of the most beautiful in Durres with every age group set to enjoy the lacking infrastructure and public spaces over the decades.

“It is very important for all citizens waiting to move into their new single-family homes or apartments that this is not about moving into a marsh land, but it is about the prospect of living in a supermodel residential complex. It will definitely be one of the most beautiful residential neighbourhoods in Durres as everything will be built from scratch and no illegal and unsafe dwellings and buildings will exist here. The civil and urban infrastructure is designed to meet every standard of the European residential complexes. The project speaks for itself when it comes to the ceiling height and architecture. The complex will include all required spaces for parking places, a new school, kindergarten, a health care centre and the connection with main road and all these features make it a preferable suburb residential neighbourhood in terms of environment and green spaces. With the new ecological park, the photovoltaic park that will generate clean solar power, the industrial zone due to be built down there, the university campus and the new stadium will transform it into a whole new world that is being born and developing. This would be a completely different reality within next spring.

All those entitled to move into a new apartment house here will continue to live in houses provided to them under the government-funded rental housing program. Meanwhile, all those who wish to move into apartments will benefit 100% of their current living space. Most importantly, all the families due to move into this new residential neighbourhood will provide a huge gift to their children, because what we inherit from the chaotic development over the years has hit children most, as no playgrounds, sports and recreational spaces are provided to them and anytime they venture out to play they do so under the constant threat from chaos and the cars. Children will find a fantastic space here. The same goes for the elderly, because it is much better to reside here than in the city’s centre in terms of environment and the air quality. Let alone the fact that those living close to the seaport area they actually live in a highly polluted area and that situation will end soon. The existing cargo port will be relocated and a new tourist port will be constructed on its site.

We are not capable of improving the sun’s quality. Those who pledged to do so are actually capable of doing that, while leaving cancer hotspots all over. But we can now afford openly stating that the quality of air in Durres will exponentially improve. With major public and private investments and the main investment project worth of 2 billion euros to construct a new port, Durres will join the Mediterranean map this decade as one of the most preferred Mediterranean destinations. This will be definitely the case,” PM Rama said.
