Our today’s conversation is driven by an initiative that is of crucial importance to our society an economy and which we have announced long time ago prior to this unexpected situation triggered by the Covid-19 infection and we are now ready that after being adopted by the government this week the initiative will be forwarded to the Parliament, being of course open to consultations and discussions with all interest groups so that the Parliament passes it within a reasonable deadline, hopefully in May.
I am talking about the Fiscal Amnesty, which is indispensable. For 30 consecutive years, we know quite well that, first, hundreds of thousands of our fellow citizens have been living and working abroad and have accumulated ample savings, but they have been and still are unable to open bank deposits. Likewise, an overwhelming majority of people in Albania, who, thanks to a tremendous economic transformation and a radical transformation in terms of the relation between the individual and the system after the’90, have also made savings and they are definitely interested in opening bank deposits. It is also time for private companies that have undeclared assets and income to be offered the opportunity to deposit their money in banks.
It will be a comprehensive amnesty, designed to provide maximum ease for all of those living abroad over the years and other citizens living inside the country and who need to formalize the money they have earned in the past 30 years.
The amnesty clearly banks recycling of the illegally generated assets and the proceeds of organized crime and corruption, meaning that all individuals convicted of certain activities classified as criminal ones, and who are subject to the special law and the Power of Law Operation, will be excluded from the amnesty.
All politicians, senior officials, including their family members and relatives and all those in the ranks of the State Police, judges, prosecutors or high-level administration officials are excluded from this amnesty.
Everyone else is entitled to benefit under the amnesty once the package is adopted by the Assembly of Albania.
Every Albanian passport holder can benefit under the amnesty, if they are not part of the aforementioned categories.
The amnesty is a one-year limited opportunity and will be divided in three four-month periods.;
Any cash deposit in the first four-month period will be subject to 5% tax rate; 7% in the second four-month period and 10% in the third period.
Of course, the tax rate could be subject to further discussions with the interest groups during the process, as well as during the bill readings at the Parliament’s relevant committees and the Parliament’s plenary session.
In order for the amnesty to be fully trustworthy and forever sustainable, it will also be a penal amnesty. Every individual seeking to benefit from the amnesty will face no consequences of whatsoever during the one-year limited period of the pardon, except in the cases when one person makes a false self-declaration, saying for example that he or she has not been involved in criminal activities and indeed turns out to be as such.
This is the initiative I wanted to introduce today, but I am also here to answer your questions and address your concerns, starting with the second bloc of businesses due to reopen next week, on Monday, April 27, according to the plan we have developed under the oversight of the Minister of Health and the protocols adopted by the Technical Committee of Experts and which will be made public.
I want to emphasize that it is crucially important that the protocols are read and properly implemented, because that reopening comes at a risk and, of course, we have important penalizing tools at our disposal, including the new changes to the Criminal Code, due to enter into force in the coming days. However, this is not a matter of penalties, but first and foremost it is a matter of self-consciousness and responsibility of everyone to protect his or her own health, the health of the family members and other people. Only by protecting each other we will be able to reopen without risking a lot and without being forced later to return to the starting point in the future, which would be something really undesirable.
Around the world, reopening is a gradual process and nobody knows for sure how things will go, which means that slow exit from lockdown will be carefully watched and every country is ready to renounce the process should the epidemic’s dynamic changes negatively, because I see many complaining that things change time after time and the daily time period allowed for people to leave houses also change frequently. It cannot be otherwise. This is how these measures change everywhere and this is the case here too, because this is a clash against an adversary. This is not a government’s normal action plan, but a clash against an adversary and taking notice of the adversary’s moves, you have to adapt and when the adversary withdraws, then you have to advance. So, I ask for your patience and understanding on this issue.
We have published the bloc of allowed businesses on e-albania platform. All allowed businesses should obtain the relevant authorization, which should be displayed in the business premises for the authorities to see whenever conducting an inspecting action. It is a very simple procedure and it takes just being on the list of the categories of the allowed businesses. It takes just a click to obtain the authorization that should be displayed in your businesses and save it in your smart phone or personal computer just in case.
The entire reopening process is coupled with protocols. As of today, a general protocol has been published on e-albania platform. With all specific protocols approved by the Technical Committee of Experts, a specific protocol will be made available to everyone. This means that anyone obtaining a permit to do business should also have the respective protocol that should be rigorously implemented, or will otherwise face penalties. But again, penalties are a consequence of a violation from a legal point of view. In this situation, the violation leads to a much graver consequence than the one that comes from legal penalties because of the impact on the health of others. It therefore takes a lot of conscience, a lot of commitment and a lot of perseverance and patience not to give up, because we are in normal and usual circumstances, when an attempt to get away with the state is simply translates into a damage to the state only. In this case, an attempt to get away with the state is indeed an action that could lead, God forbid it, to the death of someone or several other people, without taking into consideration the unjust sufferings caused to others as a result of the infection that someone helps to spread rapidly.
The categories of the businesses due to reopen on April 27 will be published on e-albania platform today, or tomorrow at most as we have to wait for the Technical Committee of Experts to approve the respective protocols. The protocols will be introduced within next 24 hours, because the individuals who will reopen their businesses should know the protocol in advance and take the necessary measures in line with the new rules currently into force. The list of businesses that will reopen will be published on e-albania platform and every business will have its own protocol.
With the opening of the second bloc of businesses we will allow as many as 27, 589 registered workers to return back to work. The second bloc of low-risk businesses includes retail shops; retail clothing stores; retail textiles and footwear shops, other businesses like furniture stores, lighting fixtures, household items and appliances; flowers, plants, seeds, fertilizers, pets and their food retail stores; jewelleries, children toys; retail sale of audio and video equipment in specialized stores; sound recording and music publishing activities; carpets, tapestries, wallpapers, flooring in specialty stores; retail sale of games and toys in specialty stores; retail trade of music and video recorders that are specialized; retail sale of sports equipment in specialized stores, retail sale of security systems, telecommunication equipment in specialized stores.
This is the list of businesses to reopen and each business should abide by a special protocol of hygienic and sanitary measures, which are very important during this situation.
Another business activity, which will have a very specific protocol, is the business of taxi services. The taxi service protocol contains a series of specific requirements. The taxi service is part of the bloc of businesses to reopen next week, with one person aboard, sitting diagonally in the backseat.
I would like to highlight that either the taxis, or a considerable part of the workers and businesses currently open, or due to open next week, involve a considerable number of workers, starting with the taxi drivers who benefit three wartime salaries, or are entitled to benefit the cash bonus of 400,000 lek.
Although majority of these workers will return back to work, they will also benefit the whole wartime salary. For example, although the taxi drivers have received the initial payment and are entitled to benefit two more payments, second in early May and a third payment in early June, they will not have to turn these payments back, even though they will be allowed to work. We are aware of the fact that they will resume work, yet the ability to generate a maximum turnover will be impossible for several weeks and therefore we want to damage nobody and we don’t want to create the impression that we are allowing them to restart work in order to deny them the wartime payments. The dedicated state budget funds either to cover the so-called the wartime salary or the wartime bonus, in other words, dedicated payments both to the workers and businesses that were shut down since the very start of the outbreak, including the taxi services that were no longer allowed to operate, as well as to the businesses legally allowed to operate, but practically unable to generate profits due to the lockdown measures, will be allocated to everyone as pledged. Fortunately, the allocation and transfer of the first bloc of payments is about to complete in few days’ time. Following the due verifications – and such verifications are now no longer needed since the businesses and individuals to benefit are already identified – the second batch of payments will be transferred smoothly, encountering no problems of whatsoever.
Allocation of the 400,000 lek or $400 –payment is set to begin tomorrow. The payment procedure is very simple and we expect the entire payment process to complete by first week of May, with the money being transferred to the bank accounts of all workers and businesses included in the extended support package.
In the meantime, we have frequently discussed and I have so often reacted about the plight of the category of people facing economic troubles and working illegally in the shadow economy. I have previously stated that no individual solution could be easily found, but considering and taking notice of the fact that a part of those working in the shadow economy represent a group of around 70,000 families that have not been included in the social welfare scheme, even though the points they have collected according to the point system was somehow a little higher than those entitled to benefit under the social welfare scheme, given the current situation they are considered poor families. Therefore, a process of verifications will be carried out and we are planning a special bonus, or a one-off sum of a certain payment to help them for the upcoming period. The amount of payment and when it will be allocated is yet to be decided and a decision will be made within this week. Sooner rather than later, we will be able to announce this additional measure of the extended support package, designed to help many of those who rightly complain about working illegally, about the fact that their families have been excluded from the social assistance scheme and are now facing a dire economic situation. Therefore, all these individuals and families will benefit a direct economic assistance payment soon.
We are seeking ways to allocate a payment higher than 8,000 lek for each of these individuals. However, the amount of the payment has yet to be calculated and decided. But one should forget that given the current situation and circumstances, the coronavirus-related revenue losses incurred by the suspension of work and businesses until June, which will certainly translate into less income, are estimated at around 500 billion euros. So, when we talk about money that the state budget should rightly give away to everyone, we should also bear in mind the fact that just like it is the case in every family today, the war has a very negative effect on the coffers of our common big house. Wars do not happen to bring about positive impacts in terms of materials, but wars take place to materially damage everyone, individuals, the families and states.
In parallel with the reopening plans, we are simultaneously working and an inter-institutional task force will be set up this week, with its centre based at the Prime Minister’s Office and regional and municipal centres operating throughout the territory of the country and the task force will be tasked with the overseeing implementation of all standards and criteria set forth by the respective protocols on all those operating and running the allowed business activities. In these circumstances, we are working to attach to the red-protocol businesses – there are three protocols, namely the green protocol, indicating low-risk businesses; yellow protocol, indicating medium-risk businesses; and the red protocol, indicating the high-risk businesses – starting with the high-risk businesses and then probably with the medium-risk ones, we will appoint a person, who will be tasked with closely monitoring the rigorous and real-time implementation of the respective protocol, so that no deficiencies are allowed in this aspect, and make sure that no business owner, no entrepreneur, who by failing to properly abide by all safety standards, risk the population’s health and also make sure that no employee is uninformed about how he or she should conduct at the work place in order to protect their own health, the health of their families and relatives. This would certainly help a lot and doctors will be inseparable part of the anti-Covid inter-institutional task force, which is set to become operational starting next week. The task force will also include local government authorities.
Before I go further, I will answer to some of your questions.
“Why did you pardon all the fines that were previously imposed on the violators?”
I have already explained why and I will reiterate it. The fines and other penalties cannot be a goal in itself. Fines are not a way to fill the state coffers, as some unfortunately like to put it, and, moreover, the state budget doesn’t generate any revenue from the fines imposed during such a situation, which certainly weigh a lot on an individual. But, given that we passed the new changes to the Criminal Code, which stiffen the penalties, envisaging also jail terms for any lockdown and quarantine breaker or anyone who would violate the safety protocol in their businesses activities, taking also notice of the great distress triggered by an extraordinary situation like this, we deemed it reasonable to give a second and equal chance to all of those who committed a mistake or a wrongdoing earlier.
While to others who say: “Are wee fools that abided by the law?”, I would like to tell all of them that abiding by the law, respecting the rules and the norms and rules of conduct is something that should be observed, not because of the fear that someone might catch you doing something wrong, but because it is the right thing needed to be done. For example, it is quite easy for me to leave the house, because I may get away and escape without being fined, when I say that man should stay at home and women can go out with the kids. When I inform you that the Minister of Health has demanded imposing a total curfew every weekend with everyone having to stay at home, I don’t leave my house, bearing also the tirade of “the woeful coward” slurs. I don’t regret that someone else who violated the rules was pardoned and given a second chance, because I think this is the right thing to be done.
“Where a citizen from other districts across the country should apply to obtain a permit if he or she needs an urgent medical check up in Tirana?”
I have come across many comments about obtaining a travel permit on health grounds via e-albania platform. The permits for health checks are determined by the family doctor or the hospital that provides relevant certain healthcare services. The medical check-ups should be performed on the basis of the appointments set by doctors and this is has always been the case, even before the current situation. In other words, it is not you the one to determine the medical emergency, but the National Emergency Service that determines whether a patient really needs urgent care or whether someone is experiencing just a headache and no hospitalized care is needed. This is has led to the hospitals’ overload and it has occasionally happened that seemingly emergency cases have turned out to be absolutely not urgent. On the other hand, with the online appointments scheduled by the hospital, the influx of patients to the emergency care ward has significantly reduced long before the current situation due to the coronavirus outbreak. So, if someone needs urgent care, he or she should dial the emergency line 127 and it has nothing to do with the e-albania platform. While the permit can now be obtained very easily, but whoever is using his or her private car to receive a health care service, should provide the due document showing he or she is really seeing the doctor and is not taking the road for other purposes.
“I work as a receptionist at a hotel in Tirana. I have stopped working since March 11. Do I benefit under the support package?”
Hotels have not been shut down on government orders and therefore are not included in that category. But hotel workers, who have been unable to work, or have been suspended from work, will all benefit a payment of 400,000 lek until April 10. On the other hand, hotels are included in the tourism package and they all are entitled to benefit under the extended support package.
“Will the state of emergency be postponed after April 24?”
The state of emergency will certainly be postponed.
“What about us that driving to the nearest hospital takes at least two and half hours? Will our permit be valid?”
You will face no problems, if you are really going to hospital and are able to provide a document, indicating you need health care. If not, then you won’t be able to go to the hospital and instead you should call the National Healthcare Emergency Service, which will determine whether you really need health care, or you should stay at home and heed the doctors’ advice.
“In order to go to work, I should drive from Durres to Vora, whereas the buses transporting the garment factory workers are full of people. Why we are not allowed to take more than a colleague in our cars.”
Other neighbouring countries allow only one person in a car, whereas we allow two of them. This rule won’t change for the next two or three weeks and it may change depending on the dynamic of the situation. Therefore, I ask for your patience and refrain from speculations. Every country has its own specifics. As to the garment industry factories, we all know that the economic chain has been broken in many of its links, but we cannot afford breaking it in some vital links, because otherwise the financial support you are rightly asking would significantly reduce. We would be then unable to provide even one wartime salary, let alone three of them. We would then be unable to pay the 400 000 lek bonus and instead we afford only 4000 lek. Please try to figure out that what the state budget provides is all the result of the work and the work-generate income only.
“What is going to happen with those having an employment contract in Italy?”
All those seeking to travel to Italy should know that they will be unable to travel to different Italian regions. So, if someone works in a certain region where no flights are available, he won’t be able to go to another region of Italy and won’t be able to drive outside a communal or regional area. Second, you can book flights to Italy as part of the ongoing flights to repatriate our stranded compatriots in the neighbouring countries, yet you should also know that the number of such flights is very limited. I am providing such information for both those seeking to fly to and from Italy, as everyone keeps complaining about their efforts to book a flight and replies provided to them. The reason is that the number of flights is very limited and that’s why not everyone can fly and neither the government, nor cabinet members or the embassy officials can help you, because everything depends on the number of available seats during every flight. The flights are very limited and everyone should understand this.
“We are a couple of retired people – Besnik Frasheri says. We are from Berat, but we are stuck here in Tirana and we are unable to go back home.”
A little bit more patience. You won’t be forced to wait longer than you have been waiting to date, yet it will take some more time. With the God help and thanks to our joint efforts and fight, let’s all hope we will be able to reopen according to the plan. Let’s hope that the number of new infections won’t force us to reintroduce the lockdown measures.
“Gjergj says he is currently in Germany and he has booked flight with another company. Can I return back home by flying with the other carrier?”
How are you supposed to fly with the other airline, when no other planes are allowed to fly to Albania?
“Mr. Prime Minister, what is going to happen with small businesses, like retail clothing and footwear stores, because we don’t have accurate information?”
Such retail businesses will reopen starting next week.
“Will the shopping malls reopen?”
No, the shopping malls are the last to reopen.
Mr. Prime Minister, when borders are supposed to open and flights resume, since many of us have obtained visas to travel to other countries and the visas are about to expire?”
This is something that doesn’t depend on us. This depends of other countries too. There are countries nobody can travel to. You may have granted a visa, there could still be available flights, but you can’t travel there. It depends a lot on how the situation will evolve. I am really surprised how many people speak about this situation as if it is happening in Albania only and as if Albania is the only country to implementing such measures. Albania is doing the right things and that’s why the situation here is much more positive than in other countries that were late to act and are now paying dearly the cost of their failure to act, but, in terms of the overall picture, we are on board of the same boat with other countries.
“Mr. Rama, the restaurant owner I used to work told me that I am not eligible to benefit the wartime salary, since I have been working for only one month.”
This has nothing to do with the fact that how long you have been working. If you are a registered worker and you have lost you job because of this situation, then you will benefit the salary.
“Mr. Prime Minister, I think you should have also considered a solidarity package for the Armed Forces?”
What for? The Armed Forces of Albania are on duty and they have been consistently accomplishing missions wherever needed. It is not time to provide support packages for those still working and receiving a monthly salary and those on duty today. Today, when the state must be more than ever in charge, it is time to support those who are in trouble, who are unable to work, those working in the shadow economy and so on and so forth.

You should try to arrange any flight through Istanbul airport, or any other airport where flights to Albania are available as already announced by the Minister of Infrastructure.

I can’t provide you such information.
“Mr. Prime Minister, how the second and third wartime salary will be transferred to our bank accounts?”
The second and third payments will be transferred to your bank accounts without any delay, since all required verifications have been already made. You have already received an initial payment and you have just to wait for the next two payments to be transferred to your account.
“Why should we accommodate at hotels, when our houses are empty?”
The repatriation of several compatriots doesn’t mean that borders will open to everyone. The move aims at helping those stuck in other countries, yet it should also safeguard the health of other people here, I mean your family members and everyone else. Everything will be done according to the existing rules only, at least for several weeks.
“Is there any hope for a return to normality without suspicious and unsafe vaccines?”
Are you suspecting about non-existent vaccines? The return to normality will be not a so short process.
“Are people allowed to travel to other cities for health reasons?”
Only if you posses a document indicating that you need a certain health care provided at the University Hospital Centre, or other regional hospital.
Endri Caci asks: “What will happen with the national economy until end of the current year?”
Coping with the virus outbreak and keeping fighting every day, just like we have done as of today, remains a top priority for the time being. Our national economy will experience and suffer same effects just like any other economy on the planet. The country may face economic downturn, but we will work to recover all together.
“Is a retail meat store business eligible to the assistance economic of 400,000 lek, since the shop has been not operating continuously?”
I think so, because it belongs to the category of the shops that have not been operating normally due to the lack of consumers.
“Will the government pardon the business taxes for six months so that we can recover the damages?”
I repeat, all small businesses will not have to pay taxes until the end of this year. The payment of big businesses, except the telecommunication companies and banks, will be postponed. The deadline for payment of taxes by a part of big businesses will be also postponed until end of September. Tourism sector businesses, garment industry, call centers and several other businesses that have been clearly defined by the government decisions will pay their taxes until December 31. These businesses will begin paying taxes proportionally starting next year. Meanwhile, taxes on all small businesses will be pardoned this year and nobody will ask them to pay any tax this year. With the gradual reopening of businesses, the support measures and the tax exemptions we are adopting, small businesses will hopefully emerge better and stronger than other businesses, and they fully deserve it since they are smaller and weaker than the others.
“How are people living in villages are supposed to pay the electricity bills when no car is allowed to take on the roads. Is there any solution?”
You can make online electricity bill payment or via the Albanian Post service. The truth is that the electricity bills are being paid massively and almost nobody was lured to the idea to refuse paying. A very small number of people were trapped and they are now denied of the electricity supply.
“Why drugstores are not allowed to open also on Saturday and Sunday? A pharmacy should remain open in every neighbourhood. Do you receive your medicines from Colombia?”
I would ask you Brunilda to consider seriously this situation. However, I am convinced this comment is made by someone hiding behind a false Facebook name.
“I am currently in Greece and my passport expires on May 9. Will I be able to return to Albania prior to this date?
I don’t know what is going to happen by May 9, because we are working step by step. This is the case with every country constantly setting and postponing deadlines. I don’t want to set e deadline, because not much clarity lies beyond mist. Nobody knows what is going to happen even after a week.
“Are the registered jobless seekers entitled to benefit under the support package?”
No, they are not entitled to benefit.
“Is there any chance for the borders to reopen for us to return back to Albania before August?”
I strongly wish this happens a lot earlier than August, but nobody knows how this situation will proceed, since the invisible enemy is still here.
“I would like to know when the travel ban will be revoked in districts across the country so that people can use their personal cars?”
A little bit more patience is needed.
“Hello Mr. Prime Minister! You pledged that a sovereign guarantee fund will be made available so that businesses can benefit soft loans. We were patiently waiting for the government guidance to be announced so that the banks could start lending money under this fund, but nothing has happened.”
The agreements with banks have been already reached and the first loan applications have been already made. So, you can go to a bank starting tomorrow and check with the bank whether you are eligible to a loan. If so, you will certainly benefit a bank loan.
“I wanted to know when company Aleat will reopen its service offices.”
A decision has yet to be made, hopefully in the coming weeks.
“I want to suggest that travel permits are granted to students in Tirana so that they move out of the houses they currently rent.”
This is a matter under discussion. The Ministry of Education is discussing the matter with the university officials and a decision will be made soon.
I would like to ask about the construction workers and specialists, electricians, plumbers who work illegally work. How they are supposed to use their cars to go to work when their applications for a permit are turned down?”
This category of workers needs to register and pay social insurance contributions in order to escape from this trouble once. You need to register as self-employed workers and pay social insurance contributions.
“Please Mr. Prime Minister; is there a way for us to apply for a permit so that we can provide some food supplies and medicines to our parents, once a week at least?” You should all show a little bit more patience, just like you have already done over the past weeks.
“Mr. Prime Minister, you have pledged to double wages. We haven’t received even a single salary. You have failed to honor your promises?”
I don’t know where you have heard that the salaries will double. I have never made such a statement. I have pledged to double the economic assistance and it has become now a reality. Families and individuals eligible to receive social welfare benefit have received an amount of social assistance payment twice higher. As to the salaries, the businesses that were closed immediately due to the government orders have already received the wartime salaries. As of today, the number of the beneficiaries is around 50,000 and 60,000 more people will have their salaries to the bank accounts in the next two or three days. In the meantime, payment of the 400,000 lek bonus to over 176,000 people is set to commence tomorrow. You will receive this amount of payment if you belong to the category of beneficiaries.
“Many people go to work on foot. What kind of permit are we supposed to apply for when no permit to pedestrians is available via the e-albania platform?”
Just one family member can leave the house for an hour and a half every day. Meanwhile, the platform certainly offers the work permit option and you can go to work just like you have done already every day.
“Is there scheduled any flight to Milan, because my parents are currently in Italy and they face medicine shortages. We failed in our efforts to book a flight due to high demand for tickets.”
As we have already announced, a very limited number of flights will take place and we wish that you succeed in booking one.
“Mr. Prime Minister, I insist on the fact that the government should allow the bar-cafes to reopen.”
The cafes will not be allowed to reopen for the time being. They will be the last one to open once this situation is over. This is the case all over the world and we don’t plan to do things differently when it comes to bar cafes. If you own or run a cafe, you are entitled to benefit the wartime salary.
“I filed an application for the wartime salary on April one and I received confirmation on April 9 …”
Your salary will be transferred to your bank account within the legal deadline. You should contact the General Taxation Directorate. If your application has been approved, you will receive the payment.
“Mr. Prime Minister, I want to travel to Vlora since I live in a rented house in Tirana, but the restaurant I used to work has been closed. We are five of us in our family.”
A little bit more patient is all needed and an announcement about travels to different regions will be announced soon to help many people facing similar problem.
“My printing and office equipment store has been shut down due to stay-at-home orders. This sort of business was included on the first list of businesses to open as part of the reopening”.
Your business is included in the second bloc of businesses to reopen on Monday, April 27.
“I would ask the government to postpone payment of the social insurance contributions for all businesses and workers who have yet to receive their salary.”
It is impossible to play games with the payment of social insurance contributions. It is the same as with the payment of the electricity bills. Payment of the social insurance contributions will not be postponed. If we are to postpone payment of the social insurance contributions, then we would be unable to pay pensions. This would be unforgivable and unjustifiable.
“We should we sit diagonally in our car given that we are a couple and, second, how would we provide new supplies to our shops?”
First, you should be in the driver’s seat and you wife should sit in a diagonal position in the backseat. If we were to allow you so that your wife can sin in the front seat, then everyone else would claim to be husbands and wife and we would be unable to verify it. So, this is a rule applied to everyone, but not for long, hopefully.
