Weekly public report by the National Anti-Corruption Coordinator, Minister of Justice Etilda Gjonaj:

 

The challenge to build a clean, transparent, accountable public administration, professionally capable and efficient solely serving the citizens, necessarily goes through institutional commitment to combat corruption at all levels of state administration.

Along with our continued efforts to modernize the system as a prerequisite for elimination of any potential loophole for state administration employees to engage in corrupt practices, we keep on placing increased attention to measures designed to crack down on corrupt actions.

Over the past two weeks, the Anti-Corruption Task Force has conducted inspections and control actions in a number of state institutions and agencies, following the reports on alleged corruption and abuse of office cases and complaints filed by various citizens.

Over the past week, the Anti-Corruption Task Force has carried out an inspection at the Immovable Property Registration Office (IPRO) in Lushnje.

The inspection has found a series of violations and irregularities, especially concerning the implementation of the official deadlines for examining and addressing the citizens’ requests which has caused this IPRO create a large number of overdue and untreated practices.

Likewise, the inspection action has also found a number of violations of directives and regulations regarding the internal functioning of the institution and coordination of work with the Agency for Legalization and Urbanization of the Illegal Zones and Buildings regarding the procedures and or limitations that apply to the registration of legalized assets.

Based on the final report, the Anti-Corruption Task Force has recommended disciplinary actions and warning notice of termination of employment for:

The head of the regional IPRO in Lushnje and

Five specialist employees in this office

Meanwhile, in my capacity as the National Anti-Corruption Coordinator I want to highlight the laudable work done by the State Police structures in cooperation with the Prosecutor’s Office and other law enforcement agencies that continue to investigate and push for the corruption offenses.

The State Police structures have discovered 15 alleged cases of corrupt practices and have raised charges against 20 suspects.

The challenge to modernize the system remains the most significant and yet most complex one. With the government’s strong will, already shown in concrete actions and results, the change is underway. The fight against corruption has a long way to go and we are prepared to respond with the same commitment just like we are doing with the implementation of profound state-building reforms.

For us, the citizens come first and whole attention of the state administration should focus on efforts to ensure best service delivery to them. Whoever violates this legal obligation by resorting to corrupt and abusive actions will be punished under the strict zero-tolerance policy.
