Albanian Government Council of Ministers

After the offices in Tirana, Krujë, Fier and Kavaja, the Agency for the Delivery of Integrated Services Albania (ADISA) expands its network with the newly opened office in Gjirokastra. The need for fast and transparent public services is growing, and ADISA is a good example of meeting these European standards. All ADISA offices are connected with state institutions that provide services to the citizen.

“The ADISA of Gjirokastra is the 5th office opened in Albania, and it provides currently 235 services. Here are some institutions, the IPRO reception office, the Health Card, the NBC, the Registry Office, etc. There are 22 counters in total. The novelty in Gjirokastra is that we have here ALEAT as part of the centre”, General Director of ADISA said.

ADISA has been welcomed by the citizens. According to Minister Harito, the flux is too high in all offices, especially in Tirana. This has led the General Directorate of ADISA to consider the possibility of extending the office in Tirana. “The office in Fier was opened two years ago, and 3000 applications have been submitted so far. In Tirana, which is the largest office, 20.000 applications for property valuation have been submitted since September 1”, Minister Harito said.

Applications for different services are submitted to ADISA, which sends them to the respective institutions issuing the requested document. The provision of integrated public services separates counters where service is provided from the service-producing institutions, thus eliminating abusive cases. Prime Minister Rama said that “the provision of these services across the country will thoroughly transform the service to citizens who won’t have to address anymore to hundreds of offices, but will submit their applications only here, and either they will receive the response at home, or in the respective office, as appropriate, without having to pay bribes. This centre will develop even more once the online service is strengthened because people will receive the same service from home through their smartphone or computer, so they won’t have to come here. We will extend this system to all municipalities within four years, and it will close once and for all the multi-year cycle of ordeals in public offices.”
