Albana Koçiu was born in Tirana, on July 10, 1977. She holds the position of Minister of Internal Affairs from September 2025. Prior to this appointment, Ms. Koçiu held the position of Minister of Health and Social Protection from September 2023.
Earlier, Ms. Koçiu served as Director of the Department of Public Administration beginning in 2013. In this role, she was appointed by the Albanian government as a negotiator in the screening process with the European Commission, leading Albanian technical delegations in the framework of the Public Administration Reform (PAR).
During her mandate, she initiated with professionalism and integrity several key reforms in this sector concerning the organization of the state administration, aiming to raise standards and align the relevant legal framework with that of the European Union. Her work was recognized at the regional level as well, where she was nominated as a Member of the Governing Board of the Regional School of Public Administration for the Western Balkans (RESPA), a responsibility she carried out effectively and with dedication until her appointment as minister.
Ms. Koçiu has over 20 years of management experience in senior positions within central and local administration, with a particular focus on human resources management and social services.
She completed her higher education at the Faculty of Social Sciences of the University of Tirana (1996–2000), with outstanding results. She further specialized with a Master of Science in monitoring the social services system in Albania (2005–2007). From 2010 to 2022, she contributed academically as an Associate Professor at the Department of Social Sciences at the University of Tirana.
Additionally, Ms. Koçiu has pursued a series of professional qualifications in public administration leadership, good governance, human resources management policies, and social policies.
In 2001, she joined the staff of the Municipality of Tirana as Director of the Human Resources Directorate. Subsequently, she held other important positions, including Director of the Economic Center for the Development and Education of Children (2007–2008) and Director General of the Directorate General of Services Management (2008–2011).
