Ferit Hoxha was born on February 22, 1967, in Koplik, Malësi e Madhe. He is a senior career diplomat with more than three and a half decades of extensive experience in Albanian diplomacy. He joined the Foreign Service of the Republic of Albania in 1991 and has since held several senior positions, representing Albania in key capitals and major international organizations.

Hoxha began his diplomatic career in 1991 as a specialist for Albania–EU relations. He later served as Counsellor at the Mission of Albania to the United Nations in New York and, from 1996 to 1998, as Director for Multilateral Relations at the Ministry of Foreign Affairs.

From 1998 to 2001, he served as Ambassador of Albania to the European Union, Ambassador to Belgium, and non-resident Ambassador to Luxembourg. From 2001 to 2006, he served as Ambassador of Albania to France, while concurrently accredited as non-resident Ambassador to Portugal and Monaco.

Between 2006 and 2009, he held the position of Secretary General of the Ministry of Foreign Affairs. During this period, he also served as National Coordinator for the Alliance of Civilizations and as Albania’s Governor to the Board of Governors of the International Atomic Energy Agency (IAEA).

From 2009 to 2015, he served as Ambassador and Permanent Representative of Albania to the United Nations in New York. Following the completion of this mandate, from November 2015 to March 2018, he served as Director General for Political and Strategic Affairs at the Ministry for Europe and Foreign Affairs of Albania. From March 2018 to October 2021, he served as Ambassador and Permanent Representative of Albania to UNESCO in Paris.

From September 2021 to February 2024, Mr. Hoxha again served as Ambassador and Permanent Representative of Albania to the United Nations in New York, this time leading the Albanian delegation during Albania’s first-ever term as a non-permanent member of the UN Security Council (2022–2023). During this period, he served twice as President of the UN Security Council, in June 2022 and in September 2023.

Following the conclusion of Albania’s historic mandate on the Security Council, from March 2024 until March 4, 2026, he served as Ambassador of the Republic of Albania to the European Union, leading the Albanian team in Brussels during one of the most important and active phases of Albania’s European Union accession process.

On March 4, 2026, upon the proposal of Prime Minister Edi Rama, Mr. Hoxha was appointed by decree of the President of the Republic as Minister of Europe and Foreign Affairs.

Throughout his career, Ambassador Hoxha has held a number of senior positions in international organizations, including Chair of the Informal Working Group of the UN Security Council on Documentation and Procedural Questions; Vice-President of the United Nations Economic and Social Council (ECOSOC); Vice-President of the Executive Board of UNICEF; President of the 23rd Meeting of States Parties to the United Nations Convention on the Law of the Sea (UNCLOS); and Co-Chair of the Open-Ended Working Group on the reform of UNESCO’s “Memory of the World” Programme.

Ambassador Hoxha has been awarded several national and international distinctions, including Grand Officer of the National Order of Merit of the French Republic, Officer of the Order of the Star of Italy, and Francophone Personality of the Year (2007), awarded by the Ministry of Foreign Affairs of Albania.

He graduated from the University of Tirana with a degree in French Language and Literature and has completed several professional training programs both in Albania and abroad. He speaks English, French, and Italian fluently.
