Albanian Government Council of Ministers

Prime Minister Edi Rama’s speech to Assembly:
It is absolutely true! The Anti-KÇK package of law is 100% the face of our government!
On the other hand, I assure you that Albanian citizens wouldn’t care about the sunglasses that wears on a rainy day, but they are increasingly asking about the rain of tears of everyone with the power of having a public voice, including you; they are increasingly asking about those who have hidden the sun from the eyes of the organized crime victims; about those who have wiped the sun out of the eyes of thousands of kidnaped, trafficked and abused girls on the streets of Europe; for those who have wiped the sun out of the eyes of thousands of parents who see their children drugged; for those who have wiped the sun out of the eyes of many children who have become paternal orphans, as their fathers were killed by these.
Quite frankly, I am not surprised at all at the sudden support the organized crime elite immediately after we waged the most extreme battle and fight on this pestilence that has been deeply troubling Albania over the past three decades, that has plagued the public life for three consecutive decades and all this thanks to the well-dressed villains and hypocrites, who have had a voice and have disgraced Albania also in the eyes of many non-Albanian people, but who follow our country, or write and say non-sense while taking extreme pleasure at throwing poison on our country.
How comes that precisely when the red line between the state and the organized crime emerges clearer, deeper and stronger than ever in the past three decades, a so diverse coalition among segments and protagonists coming from all walks of public life from the media to the so-called the President of the Republic, from the opposition here in this hall and the opposition out there on the street to the People’s Advocate is formed just to raise voice over the plight of these “poor individuals,” who have committed murder, rape, have trafficked whatever they could, have stolen as much properties as they could, and have blackmailed this country’s ordinary people and entrepreneurs, claiming that their human rights are being violated.
Do you ever feel ashamed?
Do these people who have a microphone and have the opportunity to show up on TV channels, who have a say in the public, but instead have joined the blind people’s convoy in the pilgrimage to the cells, where a part of them have been sent, or towards of all of those who have yet to be sent behind bars, feel ashamed by conveying the message “we stand by you.”; You are fighting against these and we stand by you. What are you waiting for? Are you waiting for them to strip you of power stemming from the illegally acquired money and the proceeds of crime? Rise up, unite and do what is needed to be done! Preferably eliminate us physically.
How comes that until the day we announced this offensive and until when our fight against crime became intense, exactly these victims of the human rights violation by this police state were neither less nor more but the devil himself in our armpit, while they now turn out to be some good human beings who should be defended as government and police state victims!
How is it possible that the Justice Minister comes under fierce attack from the top of the state’s pyramid, because, thanks to her courage, she has is settling an account with individuals that others never dared, or never even thought about doing so! Quite the contrary, they reckoned up the calculations with the criminals.
She is squaring the account exactly with these individuals by conceiving, promoting and legalizing together with us the 41-bis regime.
Do you know what 41-bis regime is, or you have no idea about it?
It is the toughened jail condition for mobsters and criminals in the neighbouring country that caused trouble to a certain number of people, who conceived and set up that regime, but meanwhile these demons, who have been found guilty and sentenced by the courts, and not suspects are now being protected, because you and all those speaking about an alleged police state, haven’t the slightest idea of what you are talking about. These are convicts and not suspects. These are individuals who will be referred to the Special Prosecution Office (SPAK), not as suspect, but as convicts who own properties and illegally acquired assets, which are obviously suspected proceeds of crime.
How one can resort to such a nonsensical action and consider a state capture the fact that the Normative Act and the special law oblige the Minister of Interior and the justice authorities to jointly coordinate all this operation!
In which country of the normal world have you seen happening what has already happened in Albania over the years, when the Ministry of Interior, the Prosecutor’s Office, and security services, not only they have never sit together, but they have fought each other? Provide a single example and we can discuss it then!
This are nonsense.
How comes that what Italy did in the late ’80s and early’ 90s, which defined the moment of the mafia’s withdrawal and its destruction exactly in the same way, public and state authorities, like the one on the top of the state’s pyramid here in 2020 raise their voice and call for revolutions and consider it a government sin, a sin so great that it is pointed out as meaningful and definitive proof of the need to overthrow this government!
Many can grasp this moment in the history of the country as “a now or never” moment for very good reasons. Ilir Meta has his all good reasons to live today in a kind of “now or never” moment, because today the dividing line between the past and the future is becoming increasingly indelible and inerasable by the rubber of the political bargains when it comes to justice, because today the corrupt judges and prosecutors are no longer offered guarantees, as it was the case over the past 30 years, but are increasingly concerned over their own future, because a solemn and extreme decision has been made by this government and parliamentary majority to deal a final overwhelming blow to organized crime.
Organized crime is to be found all over the world. Organized crime exists in all European Union member states, in the Unites States of America. But organized crime remains within its perimeter. Like it or not – and I am addressing to each and every one of you and all of those who are opposing this operation – we will put organized crime within its perimeter.
What concerns the civil society exponents who in no way can stand accused of cooperating with crime?
What concerns these civil society exponents who live by implementing projects designed to protect abused and trafficked women, who live by implementing projects to save and rehabilitate young drug addicts, and help for the integration of orphans, sons and daughters of people who have been killed by the individuals who are the target of this law?
Whom do they protect?
Whom they are yearning for?
Whom they are concerned for that ‘the government is violating their rights?”
Which rights is the government violating?
Which right is violated if a day comes, and this day will come and is coming for everyone who has to settle unfinished scores with the law and this is what, if not understood, is felt by those who are outraged more than ever before, just like the leader of “the New Albania film studio”. I mean the Democratic Party. By the way, respect for leaving DP ranks, because you could have ended up part of the stuntmen cast for rallies.
What are they calling for?
Since I have entered this hall, I have continuously shared with the party that used to be on this side the real perception of public opinion at certain moments. I tell you today, 72 percent of the Albanian public opinion support the Anti-KÇK package.
And I am telling you today. I am still unsatisfied with this figure, for a simple good reason, because I know quite well this figure will be much higher as soon as the cloudy eyes of many people who are bombarded by the craze induced for 1001 reasons are cleared. They are not equally the same. They are not directly linked, while some others are provoked by the fear that the day when they have to face the past in the presence of a prosecutor and a judge is coming, some others are prompted by the foolishness of protagonism due to ignorance of opposing everything, even in such a case like this one where it is not about who does it, either the government or a party politic which you have never voted and will never vote for, but it is about what it does and what you benefit from and what people don’t understand and why people understand a lot more and much faster than you imagine, even though they do not follow the line of conceptual and juridical debates. People feel. People have the advantage of feeling the right and the truth.
It is not a coincidence that this people, since 1991, has never been wrong when choosing. Never.
