CALL FOR APPLICATION

For the judge of Albania to the European Court of Human Rights

Taking into account that the Parliamentary Assembly of the Council of Europe will vote within October 2016 the candidacy for the new judge of Albania to the European Court of Human Rights, following the expiry of the mandate of the current judge on 01/31/2017, the Council of Europe has invited the Albanian government to submit the list of proposals for the three most suitable candidates for this position by 26.8.2016.

This call is based on the roadmap for application of the Committee of Ministers of the Council of Europe CM (2012) 40-add) dated 03.29.2012. The mandate of the judge is for a term of nine (9) years and ends after this deadline, or when he / she reaches the age of 70. If elected, candidates should be able to hold office for at least half the 9-year mandate before reaching the age of 70.

Applicants must meet the following criteria:

Be Albanian citizens.

Be lawyers of high moral standing, in accordance with paragraph 1 of Article 21 of the European Convention on Human Rights, and have the qualifications required to be appointed in the highest judicial positions, or are lawyers with outstanding skills.

Have the legal knowledge and practical experience of the national legal system, of the public international law, mainly in the field of human rights.

Master the Albanian language, one of the official languages of the Council of Europe (English or French), and have at least basic knowledge of another language. Mastering both official languages of the Council of Europe shall be deemed an advantage.

CV in Albanian and a CV in the format as shown in the link below, in one of the official languages of the Council of Europe (English or French).

Graduation documents and scientific qualifications

Proof of knowledge and mastery of the official languages of the Council of Europe, or of other foreign languages.

Documents proving seniority in the profession.

Other documents in order to meet additional criteria.
