Albanian Government Council of Ministers

92,521 more people result to have been employed up to November 2014. The figure, which refers to the data of the Social Insurances Institution, became public today by Prime Minister Edi Rama and Minister Social Welfare Erion Veliaj at the opening ceremony of the new Job Office in Laç, attended by Mayor of Laç Artur Bardhi and business representatives.

Laç is the tenth city in Albania with a new modern job office, thus providing more opportunities for citizens to find a job.

In this activity, among other things Prime Minister Edi Rama said:

“Today, we have 10 job offices. Actually, this one of Laç is the 10th in the chain of job offices which will be extended further with the job offices in Kukës, Lezhë and Shkodër, and then in the new 61 municipalities in the country. Of course, the job office is not the magic key to solve the problem and to open the path to employment. Just as, on the other hand, the employment office is undoubtedly a new opportunity as the job office is the missed meeting point to establish communication between employers and job seekers. Our experience of this new network of job offices speak clearly about their needs, but also they show clearly how big this new opportunity becomes when in this meeting point appropriate contacts between employers and job seekers are implemented.

Today, the official site of the National Employment Service has 2,230 vacancies in 65 cities. At the national level, since the first day of our work 30,583 vacancies have been advertised and through the job offices 16,490 jobseekers have been employed, who today result in the books of accounts of the state, either as insured employees or as regular taxpayers. The Job Office in Tirana has employed 2,938 people so far, the Job Office in Durres has employed 2,813 people so far, the Job Office in Vlora has employed 1,593 people and the Job Office in Fier has employed 1.540 people.

On the other hand it is important to emphasize strongly that the job office is just one gap of the whole process of creation of new jobs and employment of people throughout the country.

The job office in Lac is one of the first offices reorganized with minimal funds of the state budget.

We are very aware that employment is the biggest challenge. It is our more realistic challenge in trying to fight poverty, in trying to combat social stress and in trying to create conditions for all those who want to live by honest work to have the opportunity to find this work.

I want to emphasize another as important information. The latest figure obtained from the Institute of Social Insurances, therefore, not taken from any survey or any speculative account, but taken from the book of the Institute of Social Insurances. The book of future pension of this country tells of 92,521 more people enrolled in social security as newly employed, or as people who right before being enrolled have been slaves of illegal work. Today, they are employed according to the democratic and European job concept, since not only do they bring money at home, but they also have their rights and their pension guaranteed.

I am convinced that you are aware as much as I am that this is a difficult challenge and especially for these areas it is a challenge even more difficult. But I am also convinced that the opening of this office is not only a good omen, but it is also an important step forward in our efforts to create conditions for those who want to live by a fair job, because they will have the opportunity to seek and find this honest work.”

Minister Veliaj invited entrepreneurs to exploit the opportunities offered by the state through the employment promotion fund, and urged them to benefit from the government’s offer until 31 March to pay all arrears at social security, and having the fine on the delay decreased by 80%.

On its first day, this job office opened in the town of Laç received the application of a company in the fish processing industry which applied for 60 employees, mostly women.

Later on, accompanied by Urban Development Minister Eglantina Gjermeni and Mayor of Lezha Viktor Tusha, Prime Minister Rama inspected the completion of two important community projects. The first one is the completion of the reconstruction of a 4 storey building in the town center built in the 60s, conducted according to an innovative project that combines urban rehabilitation with the use of thermal insulation technology for reducing energy consumption.

The project, funded by the Ministry of Agricultural Development, worth $ 14 million, consists in the thermal insulation of the facade, thermal insulation of the roof, and it includes also the replacement of windows, using insulation material.

22 families residing in this building will benefit from these interventions. They will have direct economic benefits, as the energy and gas consumption is expected to be reduced by 54%. In addition, the revitalization of facade will create a qualitative view of the city.

Prime Minister Rama and Minister Gjermeni inspected the completion of the reconstruction of 36 houses of the Roma and Egyptian communities in the town of Lezhe. The project is funded by the Ministry of Urban Development and is worth 11.5 million ALL. The reconstruction included the replacement of doors and windows, roof repairs and repair of electric networks.

Prime Minister Rama along with Minister Gjermeni and Mayor Tusha inspected the progress of works for the urban requalification of the city center. Urban interventions started months ago to revitalize the central square “Beselidhja”, the park and the river crossing the city. These interventions will create an integrated area with all elements, which are expected to bring urban reshaping and social functionality of spaces.

Prime Minister Edi Rama, accompanied by the Minister of Energy and Industry Damian Gjiknuri, stopped at the 9-year school in Tale, Municipality of Shen Nikolle in Lezha. It is one of the 10 public facilities included in the “Alterenergy” project funded by the IPA Cross-Border Cooperation Program. This project aims at providing a sustainable energy level both in production and in consumption for small communities in the coastal area of the Adriatic. The reconstruction of 10 public buildings is expected to ensure energy efficiency and use of renewable resources in them. The project will be implemented by August 2015.

The 9-year school of Tale has been selected as a pilot project to demonstrate the expected results to be achieved through investment in energy efficiency measures and renewable insurance. Through this project, the aim is to reduce energy losses as a result of thermal insulation and replacement of windows; to save energy as a result of using efficient lighting; to increase the light flow and the use of solar panels. The total energy saved by this intervention goes to 45%.
