Citizens who need a more specialized visit at the QSUT will be able from now on to schedule the day and time together with the specialist physician for internal and surgical diseases, thus avoiding the lines at the counters. This is possible after the new centre of counselling clinics opened at the QSUT. Its inauguration was attended today by Prime Minister Edi Rama and Health Minister Ilir Beqja.
This is the first model at the QSUT where citizens will be delivered medical service at a one-stop shop. Following an investment of 110 ALL, the centre has been equipped with basic equipment for examinations and a computer system for an enhanced management process. A unique system of booking is made available to citizens who can schedule their visits by calling the hotline or using the online platform accessible on the website of the QSUT.
“An online system has been made available to the citizens who can schedule their visits based on the availability of rooms, and make payments”, Director of the QSUT Ogerta Manastirliu explained.
Prime Minister Rama noted that the centre will have a great impact on the internal functioning of the hospital. Now that the groundwork is being established, the reform shall continue with doctors. “We have to look at the remuneration of doctors, which should be based on their workload and not be a fixed salary. We must consider the workload and the right of doctors to be remunerated based on the workload. We cannot continue with fixed ceilings, which were the same for both those who worked and those who did not, the same for both those who had a workload that amounted to 5 or a workload equal to 0.5. Doctors used to have the same salary as they belong to the same category of payroll. This is another area covered by the reform.”
During the conversation with doctors and executives of QSUT, the Prime Minister mentioned another incentive that will motivate doctors and which is included in the reform of the sector. It will give doctors the opportunity to use the hospital capacity after the service hours, by paying the respective fees that will generate income both for the hospital and for the physician. “If doctors do not own the hospital, in terms of direct interest, not that of private property, it does not work. Being recognizing the right of doctors to use the hospital capacity at their benefit after public service hours, we will be able to protect investments, devices, people”, the Prime Minister said.
10 million ALL (old currency) have been invested every day in the Tirana University Hospital Centre, for very important interventions in the hospital infrastructure and installation of modern equipment, since the ruling majority assumed office. “Since we assumed office, 980 days if we consider the four main blocks of investments, we have invested 10 million ALL every day; 600 million at the LINAC, 110 million here at radiology and cardiology, and together with neurology the investments amount to 150 million”, Minister Beqaj informed.
